As a marketing consultant operating in London I find there is a low level of
knowledge about the blogging movement. (People do tend to glaze over at mention of the word blog and find it hard to see how it can have any REAL impact).
The US seems to be well ahead of the game in this respect. For instance while most UK PR companies are really struggling with the web itself, NYC PR consultant Steve Rubel explains here how he has brought the blogging community into his PR campaigns.
